Strategic Advisor to owner

The Navigation Center is a fast deployment project that will provide a 240-bed, state-of-the-art shelter east of Highway in Redwood City. When completed, the facility will include private sleeping units, shared support services, and open space. The project occupies a 2.5 acre site, previously undeveloped. This project was recently published in Architectural Record's Multifamily Housing 2024 article entitled " With the San Mateo County Navigation Center, Charles F. Bloszies Pioneers a Rapid Response to Homelessness."


ELA provided strategic advice to the owner on how to procure the design and construction of this fast-track project.
